Hoover was soft on American organized crime, presumably because the Mob had him in compromising photographs with heart-throb (and #2 FBI man) Clyde Tolson.
But at least Hoover wasn't working for Russia.
If the Russian Mob absorbs the US government, it's because their criminals are tougher than ours.
