Rand Paul's first priority is making as much money as possible.

He chose ophthalmology as a medical specialty, not because he give a shit about people and their eyes, but because ophthalmology has a high financial return with minimal legal exposure.

Also, he set up his own board of certification (in competition the existing, well-established, universally recognized board) to certify himself ... which is not strictly fraud, but pretty damned close.
