Keep up the supply of prisoners

Context: "Hmm, how do we keep our private prison population growing? I know, let’s kick children out of school and leave them to roam the streets, while preventing them from learning even the basic skills so they can never get a real job."

We can't send them *all* to prison.

Some have to remain poor citizens for criminals to prey upon, in order to keep up the supply of prisoners.
