"Phalanges all the way down" (vernacular Toes all the way down) is an expression of the problem of infinite regress.
The saying alludes to the mythological idea of a World Toe that supports the flat foot of earth.
It suggests that this mighty Toe rests on the back of an even larger Tpe, which itself is part of a column of increasingly large world Toes that continues indefinitely (i.e., "Toes all the way down").
