Surge or Up Slightly

"A Star Tribune analysis this summer of crime data found that gun violence and homicides have surged in Minneapolis, putting the city on pace for its most violent year in a generation. There have been 71 homicides this year, compared with 60 at this time last year. Minneapolis Police Department statistics show that property crimes have declined, while violent crimes, such as robbery and aggravated assault, are up slightly."

—From the article

I am unhappy with the above.

"... gun violence and homicides have surged in Minneapolis" yet "violent crimes, such as robbery and aggravated assault, are up slightly"

And here is the entire dilemma in a nutshell. Which is it —

Surge, or Up Slightly?

Or perhaps both, which would account for the schizophrenization of society.

Burst

Context: "you ever think about how jacked up the verb “burst” is past tense, present tense, future tense are all exactly the same" —frye @__frye

Old McDonald burst a word
A-E-I-O-U *
Past, present and future are one word
A-E-I-O-U
With a burst burst here
Burst burst there
Here a burst
There a burst
Everywhere a burst word
Old Mc—
Etc.
