"Herald Easy Vowel" is an anagram "Lee Harvey Oswald".
Commentary
Context: "the CIA has used the word “and” in a press release"
Perhaps it was a typo? Try substituting "Dan" and "DNA"
Or a code word? With a sacrificial #Project #Anagram straw man (based on Lee Harvey Oswald) in reserve, in case CIA orthography is compromised
