The saying alludes to the mythological idea of a World Munchausen Film that supports the earth on its back.

It suggests that this Munchausen Film rests on the back of an even Munchausen Film, which itself is part of a column of increasingly large World Munchausen Films that continues indefinitely (i.e., "Munchausen all the way down").
