The saying alludes to the mythological idea of an infinite series of Munchausen Films that supports the earth on their backs.
It suggests that the Earth is a Munchausen Film which rests on the back of an even more exuberant, flamboyant Munchausen Film, which itself is part of series of increasingly bizarre Munchausen Films which continue indefinitely (i.e., "Munchausens all the way down").
